תקציר העבודה 

In light of the wide-scale anti-authoritarian uprisings that have swept the Middle East in recent years, focusing on the philosophical issues concerned with promoting democracy is both timely and relevant. In my dissertation, I critically examine Thomas Christiano’s argument for the human right to democracy. Drawing on the legal philosophy literature on “claimability”, I argue that in the absence of a special relationship between right-holders and duty-bearers, it is unclear which agents have to answer to the relevant right-holders (and assist them in securing access to democracy). This, in turn, drastically undermines the practical value of the human right to democracy. 

To address this problem, I discuss a prominent solution in the literature in the form of creating duty-allocating institutions. According to such solution, creating duty-allocating institutions (for the purpose of pairing right-holders with duty-bearers) is a necessary means for satisfying the right for all right-holders. However, this line only establishes a general duty to coordinate democratization efforts and answer to right-holders. It does not have the resources to establish priority for victims of past injustice. This latter issue forms the central part of the dissertation, and it is the issue that I attempt to discuss, address and clarify. I ultimately argue that claims to priority (democratic) assistance by victims of past injustice can be formulated as reparation claims for historical wrongs, namely for past interference in the right to collective self-determination.
